why does the title screen of west bank say 'bank panic'?

Did you read the comments? The Game Comment that says "unofficial release was called "Bank Panic"" and the Version Comment say "includes unofficial loading screen"

the original arcade machine was called bank panic too, maybe gremlin didn't have the copyright to call it bank panic whereas looking at that title pic elite obviously did, and there is no mention of the sega brand in the game either
