An MS-DOS Emulator for the C128?

Hmm! I recently read in an old Compute's Gazette (March, 1988) an advertisement for an MS-DOS Emulation for the Commodore C128! - It Reads:

Make your C128 IBM COMPATIBLE!
Run IBM software in IBM formats!
Programs and instructions $20. Hardware not
included. And there's a name and address in
California to order it.

"Hardware not included". What could that mean?
Was there some type of "Plug-In" Cartridge or
board that allowed this? I mean, "Big Blue Reader"
would Transfer files between the 2 only! It doesn't
RUN IBM Software..

Anyone's input on this? I can't find this "guy" on the net anywhere now. I can PM the name and address (It's 20 YEARS old though!) to you if you want to look into it!

By this topic it rings, but I am not sure, where you have read it?
magazine title, year etc. :D
