Looks like it might be a hosting issue.
In the mean time, if you are desperate, you can search/download for just the filename here: http://cbm8bit.com/8bit/commodore/search
Example: For Arcticfox, the search would be ARCTICFX_00382_02.zip
You can copy/paste the web link into the search box then just erase everything before the actual file name.
It shouldn't be too painful if you are only after a couple of games.

It looks like Archive.org's Wayback Machine archived the site in 2014, so 99% of the games should be available by adding https://web.archive.org/web/20140926165926/ to the link.
Example:
Impossible Mission link is http://gamebase64.hardabasht.com/games/ ... 731_04.zip
Add https://web.archive.org/web/20140926165926/ to the beginning, results in
https://web.archive.org/web/20140926165 ... 731_04.zip

Maybe they can no longer afford it, or have other priorities.
The complete GameBase pack is still available to download.
so nothing to worry about.

For quite a while we are in a kind of deadlock situation:
Our forum and website require a major revamp, the donated server space has vanished and there is no-one available to take care of it.
Unless someone offers to help in these areas the situation will apparently remain as is!
