Guys, I found out some great info about the Russian vector game system referenced above:
First, it is a computer system called the "Vector-06C". Here is some info on it:

I discovered there is a Windows emulator that runs several Russian systems, called Emulator 3000. It's old but I just tried it and it runs fine on Windows7 32bit, and it runs this system.

Installation:
Extract E3000.zip. Inside the folder is E3000.exe. Run the installer.
Next, run Emulator3000.exe from the install folder.
The great news is this emulator is in multiple languages, and defaults to English!
When you first run the emulator, you will get a choice of machines to run. Select the Vector-06C. Now it will default to that system each time you start the emulator. You can choose other machines if desired under "more>other machines", but for these games you will use the Vector-06C.
Settings
Under view, put a check next to "multiplied size" and "standard proportionality".
Under more>settings>general, put a check next to "Bilinear fltering", "High priority", and "multithreading" if desired.
Under more>settings>video, put a check next to all options except "Show speed", and select your desired full screen resolution.
Under more>settings>audio, select "frequency" (I'm using 48000), "bit depth" (I'm using 16), and "channels" (I'm using Stereo).
Select other options as desired. There are many options under "Tools" that I haven't touched.
Running games
Just click "file>open" and select your game rom.
Very important - select "tools>keyboard" to bring up the Russian keyboard emulator. You will not be able to play games without it (from what I have figured out so far). Once the onscreen keyboard opens up you can minimize it, but it must be running to use your keyboard to play the games.
Now just hit "alt+enter" to bring up the game fullscreen. All games are in Russian, but I ran "Galaxan" as a test and it was easy to figure out - "1" starts the game (as indicated on the scren), directional arrows control the ship, and "alt" fires.
I know this seems like a few steps but like all emulators, once you get the options set up as you like you won't need to do it again.
Now have fun and lets hope this gets made into a simple gamebase!
By the way, on the emulator site there's also a neat emulator called "Calculators 3000" that emulates many old russian calculators - pretty cool stuff.

Just unzip to your desired folder, run "EMU.exe", and select your desired system (Vector06C). Click "file>open" and select your rom. Be sure to select "rom" under "files of type" when you open a file, otherwise you won't see your roms since it defaults to .emu as filetype. There are very few settings, and "alt+enter" switches to fullscreen. For this emulator, you don't need to bring up a keyboard emulator. The keys seem a bit different in layout - for Galaxan, 1 still starts the game, and the arrow keys still control the ship, but the "right ctrl" key fires.
