Test Drive 2 won't work

It keeps asking me to insert the Car Disk and none of the disk images work for this. I am using the VICE C64 emulator. Has anyone else had this problem or know of a solution? Thanks!

You have to enable "True Drive Emulation" within VICE or "Normal Load" in CCS64.

This is not a True Drive issue for this person. CCS64 does not need "Load Normal", and VICE needs True Drive to even get past the cracktro, so True Drive was already on.
car disk="MUSCLE CARS"
scenery disk="EUROPEAN CHALLEN" or "CALIFORNIA CHALL"
Press fire after changing the disk.
